This includes dropping the price on Masters set packs back down to $7, reprinting more cards that are expensive because they have a lot of demand (rather than cards like Imperial Recruiter that were expensive because they were low in supply), and refocusing reprint efforts to popular formats like Modern (either by bringing back Modern Masters or by making sure that themed Masters sets are stocked with expensive Modern staples)
Fun packs totally remove that aspect of it and I cant really see how these would be fun for anyone other than small children
Granted, they still need to hit those first 2-4 lands to function, so they cant go too low, but youll see aggro decks frequently run 20-22 lands
However, Lv.- Digimon don't have a level, so the "gain 1 memory if that Digimon is level 4 or higher, andif it is level 3" effect doesn't activate
That said, you still definitely need to have a few of the payoff type cards to try playing this strategy I can tell you from experience that just playing a bunch of low-cost white and black cards wont have the oomph to finish off most opponents
